WinXP Pro - CPU utilization skyrockets when I "soft" logout

This is happening on a brand new build, Celeron D with WinXP Pro.

If I go to screensaver (even the "blank screen" one), do a fast-user-switching-style logout, or "lock"-logout a la Win2k, my CPU utilization skyrockets. I only noticed it because of folding - when I would logout or whatever, my frame times went through the roof.

I have never seen anything like this on XP before, have you? I'm completely clueless as to what is happening.
